Why do I see black borders in Video Viewer?

To maintain the aspect ratio of the image being displayed by Video Viewer, it can be that black borders are being displayed to fill the Video  Viewer screen.When maximizing Video Viewer (F11) on a 1920×1080 screen, the Video Viewer should be shown without black borders.
